gcov: Fix use of __LIBGCC_HAVE_LIBATOMIC

	* libgcov.h (GCOV_SUPPORTS_ATOMIC):  Honor that __LIBGCC_HAVE_LIBATOMIC is
	always defined as either 0 or 1.
