Tom Tromey 8b55628e81 re PR bootstrap/3281 (Installation failure (mkinstalldirs))
Fix for PR bootstrap/3281:
	* configure, Makefile.in: Rebuilt.
	* configure.in: Set mkinstalldirs, for in-tree build.
